Before joining the Research and Evaluation Center at John Jay College in 2010, Jeff Butts was a research fellow with Chapin Hall at the University of Chicago (2005-2009), director of the Program on Youth Justice at the Urban Institute (1997-2005), and senior research associate at the National Center for Juvenile Justice in Pittsburgh (1991-1997). After beginning his career as a social worker in Oregon, he turned to research, designing and managing projects with budgets totaling $56 Million ($75 Million in 2025 dollars), and working with policymakers and practitioners in more than 30 states and several countries. Jeff’s publications include dozens of open-access monographs and reports, two books, and many book chapters, as well as articles in academic journals. He was appointed to the New York State Probation Commission by Governor Kathy Hochul and served on the Science Advisory Board for the federal Office of Justice Programs during the Obama-Biden Administration.
